Foreign Students, Visitors, and Talent Plans

The University of Kansas maintains policies and procedures that comply with NSPM-33 by mitigating risks from foreign government-sponsored talent programs and visitors. These include prohibitions on engagement with restricted entities, mandatory disclosures, due diligence checks, and centralized conflict-of-interest reporting. The measures aim to protect research integrity while supporting a collaborative and innovative academic environment.

Summary

Institutions receiving more than $50 million annually in federal research funding are required under NSPM-33 to establish formal processes for identifying and mitigating potential risks to research integrity and national security.  To ensure compliance with NSPM-33 and all applicable U.S. laws and regulations, the University of Kansas has implemented a research security program designed to protect against undue foreign government influence while maintaining an open academic environment that fosters innovation and discovery.

As part of this effort, the University has adopted the following institutional policies:

In accordance with these policies, University faculty, staff, students, and visitors are prohibited from engaging with restricted entities or participating in malign foreign talent recruitment programs.  

In support of the above institutional responsibilities, the University has implemented procedures to:

  • Conduct due diligence checks on all international visitors.
  • Monitor researcher involvement in foreign government talent programs, including mandatory disclosures related to participation or recruitment. Disclosures are mandatory for all individuals seeking federal government funding.
  • Disclose financial and in-kind support from both foreign and domestic entities using a centralized Conflict of Interest Reporting System. Faculty and unclassified staff are required to file a conflict of interest report upon employment and at least annually thereafter.
  • Report required information in the Student and Exchange Visitor Information System (SEVIS), in accordance with federal law and guidance.

Together, these measures help ensure the University of Kansas remains compliant with federal requirements while upholding the integrity and security of its research enterprise.  The University remains committed to fostering a secure and transparent research environment that supports academic collaboration and innovation.
